The Office of Business Diversity is committed to ensuring non-discriminatory practices and eliminating barriers while resourcing businesses to the next step in their business life cycle. The Business Diversity Program: provides conditions for growth and development through training, communication, and resource connections; develops strategic partnerships through intentional, coordinated, and mission-driven efforts aimed at strengthening the management and operations of S/M/WBE businesses to improve their performance and economic impact; and advocates for the importance of diversity and inclusion in the awarding of City contracts.

The program will provide businesses in the City of Dallas that have fewer than nine employees or a 2019 payroll of less than $250,000 with a one-time grant of up to $3,000.
The South Dallas community is experiencing development and redevelopment at an accelerating pace. Numerous projects that expand the business base and improve the neighborhood's vibrancy are already underway or are planned for the community.
PACE is an innovative financing program that allows owners of commercial, industrial, and multi-family residential properties (with five or more dwelling units) to obtain low-cost, long-term loans for water conservation, energy-efficiency improvements, and renewable retrofits.
Our Public Improvement District (PID) program allows for groups of property owners to request special property tax assessments for the provision of services above typical City of Dallas levels.
The Public / Private Partnership (P/PP) Program assists for-profit companies and developers to offset project or operational costs through a number of economic development incentives.
This grant program is designed to assist owner-operators in southern Dallas with improvements to under-performing or vacant buildings for new or continued use. Often, these buildings will be transformed from an old original use to a new use (a gas station to a restaurant, for example).
Created in 2009 by the Dallas City Council, DDF is a non-profit organization affiliated with the Office of Economic Development that uses NMTC to provide equity funding for real estate, corporate expansion, and social service projects in traditionally under-served communities.
The City's tax increment financing (TIF) program identifies under-performing real estate in the City, develops redevelopment plans, works with private developers to implement these plans and reinvests a portion of property tax revenues generated from new real estate development into the area to encourage the implementation of the redevelopment plan.
